Dr. Wolfgang Haupt
Head of Research Group | Politics and Planning

Wolfgang Haupt joined IRS as a research associate in May 2019. He is part of the research group “Urban Sustainability Transformations Research” (formerly: “Institutional Change and Regional Public Goods”). From September 2020 to November 2023, he was deputy head of the research group and has been its head since December 2023.

His research focuses primarily on the urban level. Currently, it mainly includes urban climate governance (climate change mitigation and adaptation), urban resilience, material and immaterial cultural and world heritage and its significance for urban development, and questions of innovation transfer between cities.

Wolfgang holds a bachelor's and a master's degree in geography from Technische Universität Dresden (2008-2014) and a Ph.D. in urban studies from Gran Sasso Science Institute L’Aquila and Sant'Anna School of Advanced Studies Pisa (2015-2019). In his Ph.D. thesis he explored processes of learning among local policymakers (city-to-city learning) and how these are facilitated by transnational municipal climate networks.

Between October 2018 and May 2019 he worked as lecturer and coordinator of the international master programme „City Resilience Design and Management“ at the International University of Catalonia in Barcelona. Wolfgang Haupt regularly teaches at the Universitat Internacional de Catalunya and the Brandenburg University of Technology Cottbus-Senftenberg, where he is currently completing his habilitation at the Chair of Regional Planning.

Ongoing Lead Projects

The project examines large-scale projects as profound disruptions that shake the well-rehearsed routines of institutions and can lead to institutional change. The project examines the large-scale project of the Tesla settlement in comparison to other case studies with regard to disruptive effects on policy and planning and thus tests the transferability of the term disruption to policy and planning research. more info

Ongoing Third-party Funded Projects

Local governments are known to play an increasingly central role in climate change governance. The research of local climate responses has, however, been dominated by studies on larger and/or internationally prominent cities, while neglecting smaller and less-resourceful local governments, particularly those responsible for running structurally disadvantaged and ‘left behind’ places. This project will address this gap through a study of disadvantaged local council areas in the UK and Germany. more info

Ongoing Cross-departmental Projects

The bridge project "Disruption and spatial development: concepts on spatio-temporal dynamics, modes of perception and strategies of action" continues the conceptual elaboration of the disruption heuristic, uses it to interpret empirical findings in the lead project research (and beyond) and, conversely, incorporates suggestions from the empirical research of the lead projects into the further conceptual development. more info

Ongoing Qualification Projects

For several decades, (some) cities have been active in climate policy. Previous research on urban climate policy has mostly focused on internationally well-connected and high-profile larger cities and on a handful of prominent smaller pioneering cities. But what about the cities in the second tier, which, unlike the leaders, usually (have to) work with very limited financial and human resources and without significant political and civil society support? This habilitation project focuses on the widest possible range of cities and explores the question of why climate policy activity emerges in cities and why it does not. more info
