Elisa Kochskämper ist seit Oktober 2019 wissenschaftliche Mitarbeiterin in der Forschungsgruppe Urbane Nachhaltigkeitstransformationen (früher: Forschungsabteilung Institutionenwandel und regionale Gemeinschaftsgüter). Von Dezember 2020 bis Ende 2021 leitete sie das Instituts-eigene Leitprojekt „Kritische Infrastrukturen. Die politische Konstruktion, Räumlichkeit und Governance von Kritikalität“. Im Fokus ihrer Forschung stehen urbane Klimapolitik, insbesondere Klimaanpassung, urbane Resilienz und politische Verstetigungsprozesse.

Elisa Kochskämper studierte Politikwissenschaft an der Ludwigs-Maximilians-Universität München (2005-2011) und der Benemérita Universidad Autónoma de Puebla, Mexiko (2008/2009). Sie promovierte an der Leuphana Universität Lüneburg (2014-2020, Dr. rer. Pol.). Dort war sie ebenfalls seit 2013 als wissenschaftliche Mitarbeiterin beschäftigt und forschte insbesondere zu Umwelt- und Wasserpolitik. In ihrer Doktorarbeit untersuchte sie die möglichen Umweltauswirkungen verschiedener Lernmodi und -mechanismen für die Wassergovernance.  Vor ihrer wissenschaftlichen Laufbahn arbeitete sie als Junior Consultant der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) in der nationalen Wasserbehörde im Umweltministerium Mexikos (2011/2012). Aktuell habilitiert sie sich am Lehrstuhl für Politikwissenschaften der Freien Universität Berlin.

Kritische Infrastrukturen. Die politische Konstruktion, Räumlichkeit und Governance von Kritikalität

Ziel des Leitprojekts ist es, die politische Konstruktion und die Governance kritischer Infrastrukturen im Zusammenhang mit ihrer Räumlichkeit zu verstehen. Infrastrukturen werden zunehmend im Hinblick auf ihre Anfälligkeit für Störungen und die daraus resultierenden Sicherheitsrisiken betrachtet. Politische Ressourcen werden darauf verwendet, „kritische Infrastrukturen“ wie etwa Wasserversorgungs- und Energienetze angemessen zu sichern. <br/>Doch welche Infrastrukturen gelten als kritisch und warum? Die Wahrnehmung und Governance von Infrastrukturen sind insbesondere für Städte durch ihre hohe Konzentration an Menschen, Infrastrukturen, ökonomischen und kulturellen Gütern relevant. Dementsprechend dienen die städtische Klimaanpassung, welche auf Disruptionen wie Extremwetterereignisse vorzubereiten versucht, und die Digitalisierung von städtischen Infrastrukturen, als mögliches Verbesserungsinstrument aber auch als potentielle neue Unsicherheitsquelle für Infrastrukturnetzwerke, als Untersuchungsfelder. mehr Info

Disruption und räumliche Entwicklung: Konzepte zu raum-zeitlichen Dynamiken, Wahrnehmungsweisen und Handlungsstrategien

Das Brückenprojekt „Disruption und räumliche Entwicklung: Konzepte zu raum-zeitlichen Dynamiken, Wahrnehmungsweisen und Handlungsstrategien“ setzt die konzeptionelle Ausarbeitung der Disruptionsheuristik fort, nutzt diese zur Interpretation von empirischen Befunden in der Leitprojektforschung (und darüber hinaus) und nimmt umgekehrt Anregungen aus der Empirie der Leitprojekte in die konzeptionelle Weiterentwicklung auf. mehr Info

    Mit dem Format „Leibniz im Bundestag“ bietet die Leibniz-Gemeinschaft den Abgeordneten des Deutschen Bundestags seit vierzehn Jahren einmal jährlich Einzelgespräche mit Forschenden aus den 97 Leibniz-Instituten zu einer Vielzahl von Themen an.
