Dr. Aleksandr Kotov (* 1986) was born in Russia. He studied land management and regional economy in Moscow, and in 2011 he was awarded a doctorate at the Institute for Regional Economics of the Russian Academy of Sciences in Saint Petersburg. His doctoral dissertation focused on the specific development of the northern regions of Russia and their transition to an innovative economy. Since 2012, he has been a senior researcher at SOPS, a research institute, founded and funded by the Ministry of Economic Development and the Russian Academy of Sciences. On behalf of the Ministry of Economic Development of Russia he conducted research in these regions analyzing the areas of innovation, the development of the special economic zones and the regional cluster policy (2013-2014).
